It is a department under Transport Management Division and are a sister department to VID and RMT created in terms of the Vehicle Licensing Act (Chap 13:14) [section 3 refers].

Brief Background

—  1918 – Municipalities were involved in vehicle registration

—  1970 – CVR took over Falling under the then Prime Minister’s Office at the then Coghlan Building (Chaminuka Building). The idea was to monitor the movement of Nationalists

—  1981 – CVR was moved to the Old Shell house building

—  37 stations/ offices where registration is done country wide including CVR

—  Of these, 6 are ZiMRA offices responsible for original registration

—  Re-registrations are done at CVR, 28 Zimpost Offices and two Municipalities

The department has statutory mandate to register:

  • Vehicle/vessel registration books/certificates (both originals and duplicates)
  • Registration number plates (both originals and replacements)
  • Personalised number plates
  • Duplicate third plates/validation certificates/validation stickers
  • Vintage/classic car registration documents(to preserve the national heritage)
  • Endorsement of Public Service Vehicle driver status and medicals
  • Issue confirmation letters/ letters of entitlement (in respect of genuine holders of drivers licences)

APPLICATION REQUIREMENTS FOR SERVICES OFFERED BY THE CENTRAL VEHICLE REGISTRY (CVR)

PRODUCTION OF DRIVER’S LICENCES

Original Driver’s Licence Application Requirements:

  • Application form completed by holder
  • Certificate of Competency
  • Provisional Learner Licence
  • Receipt of payment
  • Three black and white clear and good quality photographs (measuring) measuring (30mmx25mm)
  • Self-addressed envelope with equivalent postage stamps
  • 2 specimen signatures
  • Application fee of USD15.00 Normal

Urgent Driver’s Licence Application Requirements:

  • Requirements as in 5.1 above
  • Processed within 5 days
  • Letter from employer stating reason(s) for urgent driver’s licence processing.
  • May also produce work permit/flight itinerary/air ticket, etc.
  • Application fee of USD50.00 Urgent

Duplicate Driver’s Licence Application Requirements

  • as in 5.1 minus Learner Licence
  • Swift action pack [self addressed]

Issuance of a Zimbabwe Driver’s Licence in exchange with a Foreign Driver’s Licence:

       Application Requirements

  • Completed application form
  • Submission of a valid Original Foreign Driver’s Licence (including its photostat copy)
  • 3-driver’s licence photographs (black and white) (ie good quality)
  • Submission of original and photocopies of work permit plus passport
  • ID in case of returning resident
  • Diplomatic card if the applicant is a diplomat
  • Translation of Foreign Driver’s Licence if not written in English
  • Acceptable confirmation of foreign driver’s licence from the issuing Authority (via email)
  • Application fee of USD100.00

Medical Requirements

  • Medical Certificate from a qualified doctor
  • Applicant should be a holder of a Zimbabwe driver’s licence
  • Submission of self-addressed envelope with sufficient postage stamps.
  • Application fee of USD5.00

Re-tests Requirements

  • Driver should be above 25 years old
  • Submission of a valid Medical Certificate
  • Submission of a valid and authentic Defensive Driving Certificate
  • Should have 5 years driving experience [proof of such driving experience is required]
  • Submissions of a self-addressed envelop.
  • Application fee of USD5.00

Application for Duplicate Learner Licence: Requirements 

  • 3-recently taken black and white driver’s licence size photographs measuring (30mm X25mm)
  • 2-specimen signatures
  • Completion of an RTLD9, key aspects that should be given accurately in the application, the month and date which the provisional licence was obtained.
  • In the case of class 1 provisional licence, a valid medical certificate must be attached to one’s application.
  • Application can be made at all Zimpost Post Offices, local authorities and CVR offices
  • Application fee of USD15.00

Tractor Driver Permit: Requirements

  • Applicant should be a holder of a driver licence
  • Must be a farmer, minor applying on behalf of the (tractor) driver
  • Application fee of USD5.00

PROCEDURES FOR VEHICLE REGISTRATION IN ZIMBABWE

Original Registration: Requirements

  • Application form (CVR4)
  • Customs Clearance Certificate issued by ZIMRA
  • Police Clearance/CVR clearly shown on the CVR4 form
  • Copy of Insurance Policy document
  • Photocopy of acceptable own personal identification in the form of Zimbabwe
  • National Identity Card, authentic and valid Zimbabwe Driver’s Licence, Zimbabwean Passport
  • Proof of residence in form of Electricity Bill, Bank Statement etc
  • Submission of proof of payment of import duty, [Asycuda] receipt
  • Application fee of USD160.00

Change Of Vehicle Ownership Application Requirements

Submission of the following documents is a must:-

  • Application form (CVR4)
  • Most recent previous owner’s registration book
  • VAT Certificate issued by ZIMRA
  • Police clearance/CVR clearly shown on the CVR4 form
  • Copy of Insurance Policy Document
  • Photocopy of acceptable personal identification in the form (e.g Zimbabwe
  • National Identity Card, Zimbabwe Driver’s Licence, valid Zimbabwe Passport)
  • Proof of residence in the form of an Electricity Bill, Bank Statement, etc
  • Payment of fees through Zimpost and selected Municipality offices.
  • Selected Agents: Zimpost Offices and cities of Bulawayo and Harare
  • Application fee of USD160.00

Change Of Plates/Replacement Of Lost/Damaged Plates

  • Application form (CVR4)
  • Current vehicle registration book [original/duplicate as the case maybe]
  • Photocopy of acceptable personal identification in the form of Zimbabwe Identity Card, Zimbabwe Drivers Licence, Zimbabwe Valid Passport
  • Formal Police report (Acceptable)
  • Copy of Insurance Policy
  • Proof of residence, Electricity Bills, Bank Statement etc
  • Proof of payment from the approved registering office(s)
  • Application fee of USD160.00
  • ZIMRA, CVR, POST OFFICE AND LOCAL AUTHORITIES

NB. Completed applications for the above are delivered to the Central Vehicle Registry (CVR) for auctioning, data capturing and storage.

CONVERSION FROM OLD REGISTRATION NUMBER PLATES TO NEW VEHICLE SECURITY NUMBER PLATES

Pre-conditions:-

  • The vehicle must be already properly registered and appearing in the   old vehicle registration system.
  • Completion of an application form for conversion or change of plates.
  • Police Clearance issued by VTS or CVR clearance.
  • Submission of proof of residence (in the form of an electricity bill, water bill, bank statement, or a statement from a credit store).
  • The registering officer will issue a new registration book, a set of     vehicle security number plates, third plate, after payment of the registration fees due.
  • The old number plates are then surrendered to the registering officer who should formally acknowledge receipt of same.
  • The old number plates are then collected by Central Vehicle Registry for disposal (the old check-letter based plates are taken to Harare Remand Prison for disposal and recycling as scrap metal).
  • The security of the old plates remains a responsibility of the registering offices such the depository Zimpost Post offices and appointed Municipalities (eg. Harare and Bulawayo) until such time they have been collected by CVR for final disposal. The plates are kept in a strong room by these agents who do business on behalf of CVR.
  • Application fee of USD160.00

PROCEDURES TO BE FOLLOWED WHEN APPLYING FOR A SET OF REPLACEMENT PLATES AFTER LOSS OR AND DAMAGE TO AN EXISTING ONE:-

Pre-condition:-

  • The vehicle should be registered and already appearing either in the old or new vehicle registration database(s)
  • Current known vehicle registration book and an official police report obtained from a ZRP station where the report of what happened to the plate(s) was made ought to be submitted before a registering officer.
  • Completion of an application form for a set of replacement plates.
  • When only one plate has been reported stolen/missing the surviving plate and associate vehicle registration book should be surrendered to the registering officer processing the transaction.
  • Payment for an application for the replacement of vehicle registration number plates is then done and an official receipt is issued to the applicant/bearer.
  • A new vehicle registration book, third plate, registration number plates (depicting a completely new registration mark and number) are issued by the transacting registering officer.
  • The old registration and number plates become invalid (These should not be used again for they are already a huge compromise).
  • The registering officer must make sure the remnant(s) of the damaged remaining plates are surrendered and secured in anticipation of collection by CVR in due course for final disposal.

APPLICATION FOR REPLACEMENT OF THIRD NUMBER PLATE

  • Complete an application form
  • Applicant to show copy of CVR4 and the vehicle registration book and submit a Photostat copy (back to back) of same
  • Submission of a formal Police Report/accident report
  • Payment of commensurate fee to the approved registering officer
  • Deposition of a registered envelope with valid postage stamps or courier services Action Pack
  • Application fee of USD35.00

APPLICATION FOR A DUPLICATE REGISTRATION BOOK

  • Complete relevant application form CVR4
  • Submit it through approved registering offices (except ZIMRA)
  • Payment of commensurate processing fee
  • Submit approved registered envelope/courier services Action Pack of your choice
  • Application fee of USD30.00

APPLICATION FOR A PERSONALIZED NUMBER AND NUMBER PLATE

  • Complete an application form for Personalized number plate
  • Submit the application to the Central Vehicle Registry only
  • Indicate the maximum three options in descending order of one’s preference
  • Approval is done by the Registrar or anyone designated/authorized to do so
  • Avoid numbers that coincide with those in the Conventional standard category: have been issued already: have political +/or religious connotations are indecent, blasphemous and or undesirable in any way.
